Shadow Flower

The criminal underground is run by this organisation. Corps of Shadows is run by a mystery figure who is only seen by the inner circle. 
They lie and miniplate to get information for targets that could be seen as a threat to them, they also sell information and their own assassins to those who can pay there price. They believe that money is the key to solve most problems and those that can't be brought can be killed.

Structure

The inner circle talk to their leader, then the inner circle talks the the rest of the members. Then there's those that aren't members but help them by having save houses.
