A homeless adolescent goblin, who occasionally sleeps in a corner of the Piscatorium . He does odd jobs for portsiders around The Malfa Canal , both legal and illegal; his ambition is to become a Gentle (see The Gentlepersons/Gentles ).
Billy might be the only person on the continent of Chadun who genuinely thinks Oswald is super cool.
