The Trade Benevolence

Like the local merchant’s guild, a group of powerful merchants who make sure trade is regulated in Malfa. They meet, make deals, and do business at the Friar’s, a big coffee house by the docks (reputedly the first coffee house on the continent, founded by a cleric from overseas, thus the name).
Aside from ruling on civil financial suits (about which the Maveren care nothing), the Trade makes sure the Furthermore is well-policed; the alternative would be bad for business. The rest of the Liberty, a maze of little streets behind the Furthermore, is less regulated top-down, but people who live there have strong opinions about what’s allowed. Fugitives hid- ing out there from the Maveren’s courts might be surprised how little they can get away with.
