The Silent Council

A group of the wisest elders of The Whispering Expanse, they offer council and guidance to The Echoing Regent, should they ever require it. It is rare for the Regent to ever call upon the Silent Council, but it is still considered a great honour to be a part of it.
The Silent Council also settles matters which may be beneath the attention of the Regent. For example, if the Whispering Expanse requires the hiring of the Skyfarers Guild, the Silent Council will be the Guild's point of contact, isolating the Echoing Regent from outside influences.
