Star-Admiral
Star-Admiral is the highest rank achievable in the Peacekeeper forces of the Galactic Coalition of Worlds. As a representative of the Coalition, a Star-Admiral has the duties and responsibilities of a intergalactic diplomat, as well as maintaining the peace and well being of their assigned region of space.
A Peacekeeper's first responsibility is to assist and aid Coalition worlds, populations, and peoples in their pursuits of self-betterment. A Star-Admiral is expected to place the forces under his command in the best position to achieve their directed responsibilities.
A Peacekeepers second responsibility is to exploration and discovery. Including finding lost worlds and uplifting them for consideration and membership into the Galactic Coalition of Worlds. A Star-Admiral will be closely, if not directly, involved in the later stages of such activities.
A Peacekeeper's third responsibility it to protect the Coalition and it's member worlds, from outside aggressors. Pirate activity is always a danger on the outer boundaries of Coalition Space. A Star-Admiral decides the disposition of the forces under their command. With the hope and intent that the deployment of Peacekeeper starships will prevent the predations of pirates and their ilk. And, if failing that, the retribution for such attacks upon the Coalition is expected to be swift and exacting.
Star-Admirals typically reside on Numitor (the capital planet of the Coalition), unless actively out in the field on diplomatic missions, or on other vital, and often classified tasks. The Coalition Senate is quite fond of having the Star-Admiralty handy for any questions they may have about the actions of Peacekeeper forces.
There are currently seven Star-Admirals in the Coalition at this time. The first fleet is assigned to Numitor. Two are commanding fleets in conflict zones along the spin-ward border of Coalition Space. Four operate throughout Coalition space.
Star-Admiral Phillip Gvan of the seventh fleet, and his command starship the "Kirimu", have disappeared. While he is feared dead, neither the Peacekeepers, nor the Senate have proceeded with an official declaration of death, which would remove him from the rolls of the Star-Admiralty. The whole thing is shrouded in an unusual amount of secrecy.
Appointment
When there is a vacancy in the Star-Admiralty, they make a formal recommendation of a candidate to the Senate. The Senate will deliberate and vote upon the candidate. If they are confirmed by the Senate, then they are raised to the Star-Admiralty.
Duties
While diplomacy may be their most involving duty, they are also responsible for the Peacekeeper forces under their command, and in charge of the well being of the worlds under their protection.
