Law and Justice. The perfected tools of order. Law without justice has no power to enforce itself. Justice without law is easily twisted and corrupted, far too self-assured without a code to keep itself balanced.

Law. The Law is sovereign. Law is the arm of the gods. Law is civilization.
Punish Never In Excess. Punishment should always fit the crime and nothing more.
Justice In Due Time. Do not languish to deliver justice.
Corruption is Death. To allow bias and bribery is to invite death. Your spirit and faith must be stronger than the law.

History

When the first God of Justice, Rhaymeus was slain for his corruption, there was debate among the gods who would take Rhaymeus' Domain of Justice among the options was Nortoro, a lesser God of Law, unbreakable in conviction but lacking in power to enforce them but never sought more power than he had, for this the gods ordained him worthy of joining the pantheon.
During the Age of the Sunless Realms, almost all major cities use Clerics or Priests of Nortoro as Judges and Magistrates.
