The first question everyone asks about this colony is "that NAME?!?"
Many colonial expeditions follow the tradition of allowing the Captain of the "filing ship" to select a name in the filing process. This is sometimes changed as the colony Administration completes registration and recognition, but not in the case of Hank's Scratch. Here's an excerpt from the Founder's Log, a memoir attributed to the expeditionary Captain:

"There weren't many prospects, out along The Fring, and some of the ones we had on our survey list had already been scratched by previous expeditions. Well, I got to thinking about that, and what I thought was, if I didn't have the backing to file on a prospect, but thought that someday I might have it, one way I might keep other expeditions from filing might be to scratch it from the list.
There was three there, on the list, marked scratched, by a name I recognized. Well, I'm not gonna name names, but just to say, that particular name belonged to someone I knew, and you could use their backbone to snake a prion outflow line.
So I thought they might be worth a look.
I got laughed at for trying, and threatened, too - wasting the readies, you know. But I went and looked, and well, well, what do you know? One of them was Cd 837c, the prettiest little planet you'd wanna see in a month of Sundays.
So I went and filed on Hank's Scratch, and the name just stuck. There you go."
