Cogs of Chaos

Hidden somewhere in the Infinite layers of the Abyss is the home to The Timekeeper, the god of time and chaos.
The plane is self is made from layers of overlapping interconnected cogs that vary from a few feet to hundreds of miles across, all rotating at different speeds. In the centre is the Palace of Time, home to the Timekeeper. This place shifts from existence as it falls in and out of time. 
All of this is floating over a vast desert that glows with a red light. Here the Timekeeper has a 300 foot tall throne of stone where he slumbers away his days.

Localized Phenomena

Between the actual cogs and the desert below is a continuous lightning storm, with the bolts of lightning sharing the same red colour as the desert air.
