Raiders
Raiders care little about defending their own bases. Instead, they primarily take resources from others. They may rob Hamlets, track and ambush trade caravans, or try to raid supplies of a Terp or a Stronghold. When dealing with a small amount of opponents, they may allow surrender, as to not kill the golden goose. But when they attack large settlements, they kill without mercy.
Some Raiders have small hidden bases and travel around a lot, solely surviving through raiding. Others work for a Stronghold, raiding other settlements to obtain rare resources. Even then, they tend to have hideouts they use to stay safe overnight, the same way Scouts have hidden shelters prepared for them.
While a dangerous profession, Raiders have the advantage of surprise. To aid with that, they often use bows or silenced weapons. However, silencers tend to be poor quality, greatly limiting their accuracy. In a sniper duel, a Soldier will easily win as a result.

I really like the touch that their weapons tend to be poor quality, so they often lose in face-to-face duels with soldiers. Definitely makes the element of surprise important.

Yeah I was writing that up and went 'hold on, Raiders don't get to build factories, so they won't have decent silencers and whatnot', and worked that in.
