Baron Wolfgang von Strucker was a leader of HYDRA, who was killed by Ultron.
He was placed in command of the HYDRA Super-Soldier program. To this end, he arranged for the theft of Loki's Sceptre from S.H.I.E.L.D, and took over an abandoned fortress close to Novi Grad, which he turned into a Research Base.
His death marked the end of a single unified HYDRA, with the handful of factions which survived beyond his death fighting among themselves, each believing in their own supremecy.
