Þjazi was keeping her on an island, far from land and too steep and rocky to be reached by anyone who couldn't fly.
Loki used his shape-shifting to become a crow, taunting Þjazi and pulling his tailfeathers. When Þjazi attacked him, he flew back to the mainland with Þjazi in pursuit, where Thor was waiting to kill the eagle.
