Osnarian Quintarchy
Structure
A somewhat fledgeling nation born from tribal conflict, the ultimate power is held firmly by the seat of the Great Magnate, who has virtually unlimited powers inside the Alliance. This seat is held by the descendent of Charles I, the man that unified the warring tribes. The succession is by formality agreed upon by the tribal elders following each Great Magnates death, where the former monarchs designated heir is crowned the next Great Magnate and is granted the Osnarian Sword, the signum of royal power.
The Tribes of the alliance enjoy a formal autonomy, which has been heavily encroached upon by the current and the former Great Magnates, introducing the Alliance-wide decree system where the Great Magnate may designate an area of law of a Tribe that is to be harmonized with the laws of the capital. This system has lead to a heavily increased centralization of power to the Great Magnate and his court.
The Tribal Elders, holding the formal power, consists of the leaders of the 5 constituent Tribes of the Alliance.

While not a leader of a tribe, the Governor of the territory of Kilbarron is usually counted in amongst these Elders, and holds a vote in the election.
The Grand Magnate has to this date always been of the Sudeley Tribe, as was Charles I.
History
With a history ranging back as far as there has been sentient beings on the banks of the river Hurst, the current state of the land of Osnary is but a blip on the timeframe. Since the Great Excursion in the times of the famed Alexander led to untold riches being brought back to the land, the dream of a unified statehood has been repeatedly crushed by constant tribal feuds and wars, leveraging different types of backing from nearby states looking to profit from their party controlling the region and stopping raids in on their territory. This tactic was not least seen used on the seafacing region of Kilbarrow, where the Clan of Drugain led a quasi-state, financed by heavy naval raiding and privateering of nearby vessels and coasts. Due to their incessant raids, a system of bribes were set up by the nearby states to essentially pacify the Kilbarrian raiders and encourage them to leave them in peace.
The advancing Kilbarrian civilization-making stood in stark contrast to the warring tribes north of them.
A little more than a century ago, a tribal elder of the Sudeley Tribe found what he claimed to be the Osnarian Sword, the legendary blade wielded by Alexander during the Great Excursion. He presented his youngest and favourite son, Charles, with this blade. Charles came to lead a bloody war of conquest on the neighboring tribes, and in a matter of a couple years he had unified the five warring tribes of the upper Hurst.
After this conquest, the unified tribal army set its sights on the last province of the Empire of Alexander - Kilbarrow. The economic might of the Kilbarrian administration could not muster enough mercenaries and draftees to stand against the unified forces of the Osnarian Quintarchy. Kilbarrow was annexed to the Quintarchy, but in stark contrast to the indifferent tribes, the Killbarrians mounted a stark resistance which has more or less persisted ever since.
The Drugain Clan was forced to abdicate their thrones, and the Kilbarrian fleet was burned. A governor appointed by the Great Magnate was put in charge of Kilbarrow, and the people were put under the thumb of a strong peacekeeping force largely composed by former soldiers from the Osnarian tribal army.
Kilbarrow still holds a considerable independence movement, waxing and waning with the years and partaking in raids on the compounds of the peacekeepers.
