The scallywags of the plains proper, the Sle Vedhein are proper villains. Or at least "villains" is the translation of their name...and strangely it is as feminine in nature as the word is. A sle vedh is usually a woman who seeks to steal the herds of others rather than tame her own, and it is usually kept to that, as she'll often trade animals from her motley herds to others for goods, fencing her goods to honest people acting unwittingly as dupes. When the investigation comes, the sle vedh will be hunted down and the stolen animals taken. The price of reimbursement for the stolen animals becomes the fine the scoundrel will work off.
