Central Cisterns

Outer

Great barrels of water: some are open to the sky while others are sealed. Each is watched over by a soldier.   The whole thing is surrounded by a palisade with a set of buildings forming a makeshift gatehouse.

Inside

The Gate House

This is where people go to get water. It's free but rationed: any water above your daily quota can be purchased. This is tracked via a colored mark on the shoulder.   The inner rooms are used for tracking water consumptions and levels.

Palisade

The area between the cisterns is quiet with only the occasional scribe moving around to take readings for the different cisterns, the occasional solider lazily patroling or heading to their shift.
