On each passing of the Stormwinds, the reserves in your Soulstone are filled. You have a maximum number of charges in your reserve equal to your proficiency modifier. You can expend 1 charge to reroll an attack roll or saving throw with advantage. Alternatively, you can expend 1 charge to force a creature to reroll a saving throw made against one of your spells with disadvantage.
