The Imperial Lawyers

The Imperial Lawyers is to be compared to the police. They enforce the law (lawyer). The military order ensures that criminals are found and punished and if a criminal or criminal group is too much for them to handle they call in the army, but do not have any further affiliation with them. They do not have the authority to judge nor execute the law, they are however allowed to defend themselves by any means necessary and they do not have any oversight so even though they aren't technically allowed to it would be wise not to give them reason.
