Marine SWORD Vice-Admiral Primrose Jelkan was Lt. Jelkan when the crew met her. She tried to fight the smaller crew on Keffel but was out ran, attempted to prevent the party from leaving Funel Island, but was pulled away, and later had to fight with the party on the Shrimp Chain. She has the Wind-Wind Fruit. She helped to end the Bronze War.
More recently, she was saved by the the party from Pirate Island, and helped them fight all the way to Bubbleland, in which she helped to mitigate civilian casualties.
