The Shadow is the unnamed leader of the Salamese Retributor Collective, and is known to be an eccentric, almost diabolical operative and the direct cause of a few national incidents. Despite his vices, flaws and major problems, the Shadow has succesfully maintained the integrity and might of the Salamese legal system.
