To assist him in his work, the All High created the first gods.

Each god was set over a specific area of creation. After millennia of work, the tear between the planes was finally mended, resulting in the formation of the Prime Material plane. Unlike all of the other planes which could trace it's life and design back to the Prime Elements, this new plane was wholly new and unique. Each God hoping to claim a piece of this new realm for themselves began their own process of creation on the new plane. During this time, the power of the gods became linked to the number of their followers.
