The Spectral Sisterhood

The Spectral Sisterhood considers themselves a gang, but it would not be far-fetched to liken them to a death cult: to achieve full sisterhood, one must die and become a ghost. You'd be forgiven for thinking this might be a turn-off for prospective members, but the eternal "life" of ghosts means that over the centuries, their numbers have swelled to make them one of the most formidable forces in Kotha.   As ghosts are rather obvious in appearance, a portion of its members are permitted to live, though these living members always rank lower than their ghostly comrades. The Sisterhood uses a highly complex ranking system where each member is a "younger" or "elder" sister to everyone else. No two members share the same rank, even if they were brought on at the same time. A special ritual at death allows the ghosts of the Sisterhood to move freely throughout the city.   Many have wondered what ghosts stand to gain from organized crime, with some even suggesting the Sisterhood shares an ultimate, sinister goal for their activities. As it stands, most don't even know what crimes exactly the gang commits, but they are extremely territorial of the large swath of the Graveyard they have carved out.
