Many Half Elves and Elves, had begun succumbing to the Nevae Kash, even if they weren't commiting crimes of kin-slaying. Making many self-exiled communities of elves of all ages of Dark Elves in Eldar Societies. During these times, many such transformed elves were killed on sight on the surface by both Elves and non-Elves.
