73% of the population is Human. 11% of the population is Halfling. 16% of the population is an array of elves, dwarves. Tullagar was a classically human city before it fell. After refugees came, the city diversified. The halfling population grew as refugees from the Riverlands fled to it.

Districts

Whitebreeze is divided into 3 districts that surround the lake of the same name.
Whitebreeze

Faedric Quarter

Partially located on islands in the Whitebreeze lake, the Quarter is home to the last remnants of the old city of Tullagar. The oldest part of the city is Vandrill castle, the fortress on one of the islands is a testament to the old kingdom and city state and was once an important military asset. On the same island is Lake-Eye Manor which is the home of the richest family in the Riverlands. In Faedric Quarter are two of the oldest Human temples, The temple of Erathis on the Lake-eye Islands, and the Ecclesia Solaris, a temple to Pelor The Dwanfather. For those who wish to spend some coin on a lavish stay in the city while they travel through or to the city, the Waterside Inn is your best chance.

New Town

On the North side of the city and on the north banks of the lake is New Town. Its name is a bit of a contradiction, New town is only called that as it is the latest part to be rebuilt. It is industrial and most of the Halfling and Gnome inhabitants live in New Town. Central to the district is the Old Kings' Citadel. It used to be the home of the High King of Vandrill and Tullagar. In the west of the district is Griffon mill which uses the water from the Gariffon river to mill the grain from the wheat fields in the city. One of the sites in the city that hasn't been rebuilt is a castle that has now been dubbed Brokenpost. There have been attempts to clear it out but none have so far been successful.

Kings' Rest

It's the largest part of the city and largely residential. Kings' Rest is home to Lake Bank castle, made up of two islands, it is where the High Lord of the Riverlands lives and rules. Lake Bank is entirely walled, and the towers are equipped with air protecting weapons. Kings' Rest is on the south of the city and one of the first districts to be attacked by forces across the Erbas river. Though the border is around 100 km from the city, it is well defended in case the Empire of Losaria mounts an attack. The second most important landmark of Kings' Rest is the Hall of Remembrance. The large palace is multipurpose, it is home to a chapel to Moradin, a sprawling library with lecture halls and a town hall for the rulers of the city.
