Karzen's Kardashev Scale III Speech

Karzen, the leader of the United Nations of Tebburus, gave a speech on 8104 AU, when the Hyperion Federation achieved Kardashev Scale III status. 
"People of the Federation! It is with great pleasure that I announce that the Federation, on this day, ascended. The Hyperion Federation... has officially become a type III civilization. We now stand, ready to leave our galaxy behind. We must continue our journey in the stars. To find more alien civilizations. People, you may now stand proud of our accomplishment. I give my deepest respect for all our scientists who work tirelessly to get our new project, the InterGalactic Warp Drive, working. While we have not got it stable yet, it is well on it's way.
