High Harbourmaster
The leader of the Council of Harbourmasters holds the title of High Harbourmaster. The position is not hereditary; instead, it is elected from among the members of the council for a term of five years. The High Harbourmaster is responsible for representing the Black Coast Free States in diplomatic matters and coordinating defence and trade policies among the member settlements.
