Heads of State

The Heads of State are an unusual sort of social group related to the Bullywug nobility known as the Soggy Court. When previous Kings and Queens of the court are deposed (which generally means they get executed), their heads are set on pikes in a specific location where they (for an unknown reason) continue to be animated and verbal. The current ruler rarely visits the Heads, but other citizens can often get good information from these spiteful and grumpy former rulers.
