The Commandments of the Mer'Anin

Since the War for Survival the Mer'anin adopted this tradition of swearing oaths at the moment of officially ascending beyond the level of apprentice. These Commandments serve the purpose of limiting the power of a Mer'anin against those not able to yield the Weave and are the pillar on which the Mer'anin have built relationships of trust with other nations of the world.
The Commandments are as follows: 1. Never yield the Weave as a weapon against a human, elf, dwarf, halfling or gnome, except against a follower of Ophiel, or in the last extreme defense of her life, the life of another Mer'anin, or the life of her Aegis (theAegis part was added at the end of The War of a Thousand Years, through the The Arisos Accords). 2. Never to speak a word that is not true.
Problem: How are these oaths enforced? Use the macguffin same as WOT? The Oathrod?
