Regional Governor

The second highest position in the Empire of Dalthion, regional governors are responsible for an area the size of a kingdom in other lands.

Appointment

Governors are directly appointed by Emperor Kovias Junlinson, though he does rely on his advisors drawing up a shortlist. The appointment is intially made in a meeting between the Emperor and the new governor, but is then made official through the @Invest.

Responsibilities

Governors are responsible for running their region in accordance with the law and the Emperor's wishes. They are required to set and collect taxes, raise armies, maintain the peace, and support the Emperor's efforts to unite Dalthion.   Each governor is required to tailor the laws, levels of taxation, and types of forces raised to their local circumstances. None of the laws can contravene those set by the Emperor, but beyond that there is a fairly wide scope for each governor. Most governors have created fairly similar legal frameworks, but even when the rules are the same the punishments can vary quite a bit.   The Emperor demands a minimum level of income from each region, which the governor must provide. Any funds raised beyond this can be used to improve the region beyond whatever projects the Emperor decides to support.

Grounds for Removal/Dismissal

A governor can lose their position for incompetence, treachery, or technically just at the whim of the Emperor (though to date he has always provided a solid reason). The dismissal can range from an acceptance of the governors resignation through to the death of the governor (in cases of treachery). When a governor is to be removed by force, the Emperor makes a point of slaying the traitor himself.

The Emperor seems to accept that governors will attempt to line their own pockets, accept bribes of goods and property, and generally act in their own self interest. As long as these activities don't undermine the region or the Emperor's authority then the governor will be left to get on with things. However, if this corruption goes to far and starts causing the populace to grow restless then the Emperor may take steps to replace the governor.
