Cluster

Any number of Banners can be joined into a larger formation called a Cluster.. Most often this happens for major military actions.

A Cluster is commanded by a Clustermaster.
In most cases, such a formation would have one to three Cluster-Pennants, depending on the number of Banners in it, for any tasks needed to be done on the Cluster level.
These Cluster-Pennants are normally not part of the regular formation of any Banner.

In recent history Clusters have only been formed in two situations. War and his Majestie's personal guard.
