The English Exiles keep a very open borders policy to stimulate their otherwise weak economy and make up for the lack of natural resources. They've built a reputation as a second chance for those unwelcome in other nations, or a first for those never given a chance in the first place. In particular, they are the only nation in the world that has officially legalized necromancy to attract many natives as well as colonists.
