Tarverloth (Tar-va-loth)

The oldest city-state on the Silent lake, the Draconic cities not counting due to their part of an empire. It is also the biggest rival to The White City for dominance over the Silent lake area.  

Anceint times

The city was founded at some point in the draconic era of History by a group of demonic merchants. built around a central merchant dock and stable gate to the lower planes, bringing trade from both realms to the other. The city became a hub for the wealthy of both cultures, with the demand for Imp servants skyrocketing, creating the lower class of the city.   During the Phervian empire, Tarverloth stayed independent, owing to the fact the Phervian went to conquer it once and changed their mind when a demonic legion met them at the gates, deciding trade over destruction. Though the Phervian did restrict trade, preferring their own empire over the lower rings. The City still prospered but to a lesser degree.  

The current era

When the slave revolts broke out, as punishment for the restrictions, Tarverloth sided with the slaves, supplying weapons to the Shadow Republic, even allowing it to settle the south of the silent lake. It became an honorary member of the republic, allowing it to have a representative sit in on meetings and give advice, though never became a full member.   Staying independent during the Empire of Akoom's crusades, the empire ran into the same issue as the Phervians and made the same decision. They continued to trade with all parties, through the period, though they did respond to Lacertillia's power grab in the Gem sea with temporary sanctions as a show of dominance. These only lasted a decade however as it hurt world trade rather than one place. During the Demon Prophet's rule, Tarverloth closed its city to the empire, with the Demon lord Malzanavith stating he gave their kind a bad name and would not deal with him.   Tarverloth has mostly stayed neutral in world affairs since, only engaging in the occasional trade war with the White City for dominance over the Silent lake, a group of wars, as of the fey age, it has overall lost. Though it is still the chief trade hub for lower-rings goods.  

Layout

The city is split into six large districts, each further split into residential, municipal, and industrial. In the center of each district stands an Imp tower, a large spire that supplies the district with Imp servants to do basic jobs such as carrying, messengers, and watchmen.  

Docks and market

The only section of the city with two 'industrial' sections, the first housing the large city dock, warehouses, and grannies in one. while the other housing the marketplace, shops, and lower rings covered market, which sells everything from slaves to demonic goods, and deals. The Municipal area also houses the large stable portal to travel to the lower plains. The residential area of this district houses mostly inns, flesh houses, and bunkhouses for those visiting, but does have basic housing for those that work in the district.  

Palace hill

The noble district is the least densely populated area, housing the nobility's mansions in the residential section with large parks and avenues in all sections. The 'industrial' section houses the city's administration and vault.  

Draconic quarter

A large district that originally housed the permanent Draconic residents of the city, it now houses skilled craftsmen of a variety of races. It is the most diverse area when it comes to wealth with both skilled laborers and business owners living on the same street. The industrial section is the majority of the craftsmen within the city.  

Slums

The poorest district where unskilled laborers live. The district lacks all but a cramped residential district, with the basic city-run municipal needs being in a single square on the edge of the district.  

The legion

Home to the demonic legion that protects the city, well makes people decide not to even attack. The residential area houses the barracks while most of the weapon and armor smiths work in the industrial section.  

Farm district

The largest district is outside the city proper with its industrial and residential areas mixed. It not only produces food for the city but also various other farm goods including silk, hemp, and animal products. This also is the only section other than the Draconic quarter predominantly non-demonic population with a majority Elf or smallfolk.
