It's just a hypertube! The only special part about it is the... turn-y thing-y. [sic]
Styx, huh? Like the mythological river guarded by Pluto? These TFP/TFC officers think they're so funny, don't they?
    The Pluto-Charon Highway, also known as The Styx, is a tube connecting the surface of Pluto to the surface of Charon at the point where the two planetoids are directly above each other, from the viewpoint of an observer on either the planet or the moon. The reason for this or that as the two are tidally locked to each other, the two points are always opposites, and therefore the Highway will not be destroyed, or pose a threat to the people of the two planemos. Although referred to as a highway, it is in fact just a hyper tube, the only difference being that between Pluto and Charon’s Lagrange points the vertical carriage will rotate.   Tickets to use the highway cost 1.20 ???, however, a season ticket can be brought for half the price per journey, which enables transport for a year.   If you do not pay to use the highway, yet you use it anyway, you can be fined up to 100 ???, due to endangering yourself and other people using the highway.

The highway can be used by everyone, and transport from one place to the other is available on a constant, regular basis, except for on rare occasions.
Complexity
The technology is very simple. It is a pressurised tube between two planetary bodies. The most complex part of the Highway is the rotation of the carriage, which must be done otherwise the passengers would arrive upside down.
