The Pact
The Pact is a powerful military alliance between The Dwarf Lords of Bomac, The Solarian Council and the Kli'ir Consortium. They control much of the southeast of Allrock and the Sunset Isles. The primary goal of the Pact is securing their lands against incursions by the Imperial Legion.
Structure
The Pact itself is little more than a promise of collective defense by its constituent factions and is much less structured than their former Imperial overlords. Its only formal governing body is the council known as The Keepers. It lacks any form of unified command structure for coordinating its constituent militaries and as such is much less effective in offensive capability when compared to The Imperial Legion. Any faction can withdraw from The Pact at will.
Culture
The Pact is quite culturally diverse, each of its constituents have a unique culture and society. The only real commonality is an opposition to rule by the reigning Empire.

History
The Pact was founded in the eighth year of the eighth era. It came into being after The Stone Kings of Bomac spent almost a decade waging a brutal guerilla war against the legion in their home territory. Amidst this turmoil representatives from the already semi-independent The Solarian Council and The Bazaar Consortium of Kli'ir, who each sought independence from Imperial rule, began meeting with dwarven representatives in secret to devise an ultimatum to force the legion from their homes.
The Pact was the result of those deliberations. A promise to the Tull Emperor that further aggression or Imperial presence within their territory would be met with a war on multiple fronts across various points in Imperial territory. With his legion battered and overextended by the years of fighting in Bomac and Deeprock prior to that, the Emperor had little choice but to accept the ultimatum and withdraw his forces from Bomac, Kli'ir and The Sunset Isles.
