Pagami
Better known as the Mercenary City, Pagami is by its very nature an abnormality. Pagami is a lawless city although somehow that works, it is the center of all black market trade as well as a hub of cheap labor and the slave trade. The military of Pagami is pulled from the many mercenary bands that call the city their home. One thing is certain if you want to disappear Pagami is the place to do so
Government
Pagami is a Monarchy in the loosest sense of the word. There is a king and a queen but neither of them really care what happens within Pagami. You can also say that Pagami is ruled by the underworld of Vagus, but that is not entirely true as well. A case can be made for it being an Oligarchy as well or even a Democratic Republic because both definitions also fit. It can be said that Pagami is run however could make the most money at any given time. The best term is probably a Monotocracy.
Defences
The population is a mix of seasoned mercenaries and underhanded and experienced cut-purses. The outposts defenses have been updated and improved upon and whenever they expand. The walls are erected using the newest technology they have, then once the new walls are completed the old ones are updated using the same technology. Then the architects are killed or paid off so countermeasures cannot be developed by using them to develop them. The newest addition to the defenses are lightning throwers which pulls energy from a reserve of electricity collected from the lightning in thunderstorms by a network of lightning rods.

Pagami was converted from an abandoned military outpost. Pagami has all the signs of a cosmopolitan city. The city grows only so it can have more space to make more money
Assets
Pagami is the center of the Vagus Underworld and it is not shy to show you as such if you need something you can get it in Pagami. If they don't have it they can get it for the right price and have it waiting for you within a couple of days at the longest or before the end of the day at the soonest. The stores of Pagami have their inventory updated daily. Pagami employ the best and the brightest willing or not to ensure that they have the best of the best even if the idea can be called crazy or a crackpot theory.
Architecture
A mixture of temporary wooden and permanent stone structures. All structures have electric lightning and clean running water. The stone structures are limestone laid in bitumen with glass windows.
