The Council of 12
The Ruling Body of the United Confederation, The council is comprised of elected representatives of the Guilds,Racial Groups, and Settlements within the breath and width of the United Confederation. The Council based in the fortress town of Stone Tree votes on everything including laws, trade, declaration of war, ect. Just like all representative bodies the reputation changes as often as its members do. There was a point that the council was viewed as nothing more then a group of warmongers.
The twelve seats are divided among the districts of the capital city of Stone Tree. The first two seats are reserved to the Elves and Dwarves respectfully because of their longevity as well as their position as the founders of the confederacy. The other ten seats are divided among the rest of the city of Stone Tree and the surrounding area. The system that is set up is based on district affinity. District Affinity is determined by the individual's relationship or connection to the various interests of the district itself, which could vary from district to district. The one thing that is clear is that everyone has a vote and has the authority to do so and that authority can be exercised or ignored it lies solely in the individual person or settlement. For example a village can choose collectively to abstain from voting due to the fact that they wish to be left alone. The current Council has the reputation of being very open and excepting to new members as well as viewing itself as a sanctuary to all.
