Lucius Belfrey

Leader of The Scarab.  Little is known about how selection of a new Don is officiated, but they are always still bloodied when the mantle of the Scarab is placed upon them.  Needless to say Lucius would not be the leader if he wasn't rotten as hell, this may be why he and Phillip Lokharte get along so well or it may just be he likes the ale.  Regardless he gives a neighborly discount to the protection money expected from the The Dirty Spoon.
