Stewards

Stewards are the highest ranking administrative healers in a city or region.  Small towns and villages will often be grouped into a parish which is put under a local administrator, several of which report to a steward.  
These healers look to promote the overall health of a city or region and have helped bring changes in sanitation, food production, and even business as all these areas impact peoples' ability to live healthy lives. 
The stewards at the highest level form a council which gathers to make decisions related to war, political policy, censure or promotion of research, and other matters of governance.  The representative of this council to the Vergar Empire - Imir is the High Steward/
