Ivran is located in northern Dutan near the Tsargis Mountains. It's well known among the rich as a place where every desire and whim can be satisfied. Grand mansions surround the city, and the center is a hive of activity. The city is most populous from mid-spring through early autumn when people come to enjoy the good weather. Many luxury goods stores line the Old Plaza, and there are enough brothels to cater to every fantasy and desire. Ivran is also one of the only cities in Dutan to have sitdown restaurants. While many places offer room and board, Ivran has turned dining into an experience with chefs who will cook on magically heated surfaces in front of you and elaborately decorated meals that look like works of art.   The city is divided into districts colloquially known as "dakts". The Outer District is a ring around the city that's poorly defined and consists of the various mansions and estates owned by rich people. Lokkai is a walled off district on the northern edge of the city with the Lokkaidians reside. The place is legally considered a religious enclave and afforded a special status. The center of the city is the Halder District named for the general who lead the defense of the city during the Great Northern War. His statue is at the center of the Old Plaza. Most of the year round residents live in the Brown District which is dominated by residential buildings and daily services.   The government is an elected mayor where only citizens have voting rights. Citizenship in the city is defined as residency exceeding 9 consecutive months. Residency for 1 month is defined as habitation within the city limits for at least 2 weeks or habitation within the city for 4 weeks prior to and after departure if time away is greater than 2 weeks but less than 4 weeks. Strict laws are designed to curb temporary residents from significantly altering governance in the city when those laws won't affect them for most of the year. In addition to the mayor, there's an elected eight person council to create laws for the city.
