Rekkert was founded in 399 IA as a refugee camp for the displaced Kernians fleeing the epidemic that ravaged their home. Early on in its foundation, it was designated as a place where all were welcome, especially those impacted by the epidemic. When it was clear that the epidemic wasn't going to end quickly, people started building more permanent structures, and the village was born. It grew quickly and drew in people from all over Dutan and even as far as Kealriv. By 423 IA, it was a bustling city, and construction began on defensive walls to protect it. Now, Rekkert is a thriving metropolis which still retains many of its original founding principles.   It's the second largest city in Dutan after Praetan. One of the main structures in the city is the temple to the Blind Mage. The Viksteras run the temple along with other shrines to offer housing and healing to those who need it. The city is run by the Commission which is a group of elected commissioners to oversee various departments. They in turn elect a chairman to manage the council. Each departments works closely with private organizations, and those with city sponsorship are usually present to assist with most day to day functions of city life.   The city is well known for its connections with the Gellach dwarves and being one of the few places where dwarven goods can be easily obtained. There are two main markets which were created to accommodate both the mountain dwarves and sun dwarves who otherwise refuse to interact with one another. Guilds are also prominent in the city and place high standards on quality. The cost of living is known to be expensive, but the availability of services for people at all levels of society makes it attractive nonetheless. Social services are plentiful, and Rekkert proudly boasts as being one of the happiest cities in northern Kos.
