High Councilor
The High Councilor, or The Witness as he is called by much of the Awenmont citizenry, serves as the member of the Council who presides and records all meetings. They also have the final authority in the case of a stalemate between the other 12 councilors on all policy matters. The position is believed to be one that is revered by the gods, and granted by the divine wisdom that the 13 noble houses hold.
Requirements
The requirements to become High Councilor are few. One must be born to one of the 13 noble houses of Awenmont. One's family must had have been promoted to High Councilor within the past 20 years. One must be of the age of 40 years or greater. One must show measured, thoughtful response during open petitions, however, passion is understood.
Appointment
The High Councilor is appointed by a vote among the 13 houses. Only two houses may be nominated each cycle of elections. Of the remaining 11, only 9 are able to vote, as the two most recent houses that held the position are disqualified, in the interest of preventing any hidden alliances among them to affect the outcome.
Duties
The High Councilor serves as the Witness to the council. Many matters are resolved without their involvement, as they are only permitted to vote on policies in the event of a tie.
In all other matters, the High Councilor has near complete control. Determining how taxes are applied to the various fiefdoms, determining sentencing levels for any crimes against the Empire -- though the Council itself determines what constitutes a crime. They hold the final say into how the Empires funds are appointed throughout the Empire.
On a smaller scale, the High Councilor also serves as the de facto leader of the city of Awenmont, having much more direct control and power within the boundaries of the Empires most powerful city.
