Overview
Horizon City is known most prominently as a scientific epicenter within the United States. Its origins can be traced back to a single underground research facility constructed by the U.S. government. Known, at the time as Facility Rizon 001, or R-001 for short. Situated approximately forty miles east of Rochester New York. Its existence and operations remained top secret for over fifty years after its founding. Few know exactly what was conducted there, or the results of the research. But, many theorize that the research performed at the site had been related to weapons development, or in its later years, early satellite or nuclear technology. Though few if any traces of anything significant remain in the dilapidated facility or the area surrounding it to support any theories. After the United States shut down the site and declassified its nonsensitive data, the location became the grounds for a small to medium-sized settlement to grow from its skeleton. Years would pass, and the small site would continue to grow and thrive atop its newly acquired land. Private investors from the technology sector would relocate to the area and build a rich community of scientific research. Treating the area as a proving grounds of sorts for the latest prototypes and scientific breakthroughs. Mass migration to the area would begin in the late 1960s, and the area would grow from a modest 350,000 individuals to a booming 1.5 million by the early 1980s. This trend would continue for several years until the population would begin to stabilize in the mid-1990s at approximately 2 million individuals. Today, Horizon City is a hub for technological advancements and also home to one of the largest Quirkless populations in the world. As the world changed around them-with large swaths of people exhibiting Quirks-they have mostly remained unchanged from generation to generation. Horizon City is home to three major universities. Gold AcademyWorldwide #3 institution for hero instruction. As well as the #1 rated hero school in the United States. Amita College
An institution known for its engineering and computer science programs. Also known for being one of the most difficult colleges to be accepted into in the state. The smallest of the three universities, but the most exclusive. Horizon University
Horizon City's public college. Generally, the easiest of the three to get into and also the largest of the three. Known for its medical department, as well as the Melissa H. Hatch Library. The most extensive collection of research, and rare book material found in the state. Back to Top
Law Enforcement
Horizon City Police Department (HCPD) serves the city faithfully day and night. HCPD is considered as one of the best managed police departments in the state. Together, with professional heroes, the HCPD collaboratively helps to ensure that crime is kept in check. The Horizon City Police Department also maintains a partnership with Gold Academy to help ensure that future heroes and law enforcement are given the chance to safely learn from officers and heroes in the field to enrichen their education. As of the census of 2000, there were 2,350,907 people, 910,831 households, and 460,131 families residing in the city. The Quirk rate is approximately 22.5%. The racial makeup of the city was 46.5% White, 30.2% African American, 0.4% Native American, 17.7% Asian American, 0.1% Pacific Islander, 2.4% from other races, and 2.7% from two or more races. Hispanic or Latino of any race were 42.7% of the population. There were 910,831 households out of which 46.3% had children under the age of 18 living with them, 54.4% were married couples living together, 13.9% had a female householder with no husband present, and 25.4% were non-families. 19.9% of all households were made up of individuals and 5.7% had someone living alone who was 65 years of age or older. The average household size was 3.22 and the average family size was 3.56. In the city, the population was spread out with 30.1% under the age of 18, 10.1% from 18 to 24, 30.5% from 25 to 44, 21.5% from 45 to 64, and 7.9% who were 65 years of age or older. The median age was 32.0 years. For every 100 females, there were 97.9 males. For every 100 females age 18 and over, there were 95.8 males. The median income for a household in the city was $73,967, and the median income for a family was $102,696. About 11.1% of families and 14.0% of the population were below the poverty line, including 20.6% of those under age 18 and 8.8% of those age 65 or over. Back to TopGeography
Horizon City sits approximately 40 miles east of Rochester New York. It is privileged to have beautiful scenic views of Lake Ontario, as well as its man-made hills which border the city on the southwest side. In addition to the lake, the city is served by several rivers that flow through the downtown area of the city. The largest of which, being the Rize River which coalesces into the middle of the city and flows out to the east. Several businesses exist beside the river as it flows through the city. Resulting in a booming tourist area and a prominent shipping line. The city has no major freight lines. But does have an efficient transit system. Most prominently a subway system that proudly claims the ability to deliver anyone anywhere in the city to their location in twenty minutes or less. As well as plentiful bus lines. Back to Top
