Overview

Horizon City Police Department (HCPD) serves the city faithfully day and night, every day of the year. Just as Horizon City is known for its contributions to the scientific community, HCPD is similarly known for its approach to law enforcement strategies. HCPD stands and operates as a a premier law enforcement agency in the country. HCPD has most recently become known for its eagerness to implement and analyze experimental law enforcement strategies. HCPD regularly works collaboratively with professional heroes to help ensure that crime is kept at a minimum.
HCPD is also the first law enforcement agency in the coutnry to develop and support its own specialty force of Officers trained to operate in the most severe of Metahuman circumstances. Known within its agency as the Rapid Response Metahuman Squad (RRMS).
Additionally, the Horizon City Police Department maintains a partnership with Gold Academy. Meant to foster beneficial relationships within the Metahuman community and to forge strong partnerships between future heroes and law enforcement before they are licenced. HCPD also runs and operates a law enforcement curriculum at the university. It facilities classes in both the Hero Program and the Support Program to instruct collaboration with law enforcement, safety, social skills, and crime prevention to interested and qualified students.

Qualification

All Officers are expected to meet certain baseline qualifications in order to join the Horizon City Police Department.
All Officers must:

• Be 18 years or older.
• Obtain a bachelor's degree.
• Meet baseline physical and mental requirements.
• Pass the law enforcement entrance exam.
• Graduate from the Basic Officer Training.

Ranks

	One Star Lowest rank in the HCPD. Officers attain this rank after completing Basic Officer Training. Officers of this rank are often new to the force.
	Two Star Most officers in the HCPD achieve this rank or higher. Officers attain this rank after serving a minimum of one year with the HCPD.
	Three Star These Officers qualify to guide and provide basic instruction to Officers of lower rank. Officers become eligible to attain this rank after serving a minimum of five years.
	Four Star Officers who attain this rank are considered Senior Officers. These Officers are often assigned to handle complex situations. These Officers qualify to train and provide comprehensive instruction to Officers of lower rank. This rank is the first to become eligible to join the RRMS.
	One Stripe Officers of this rank command special operations and provide general directives to Officers of lower rank. These Officers report directly to Two Stripe Officers. Officers become eligible to attain this rank after serving a minimum of fifteen years.
	Two Stripe These Officers act as advisors to the Three Stripe Officer. They issue the directives of the Three Stripe Officer to their specific divisions. Officers become eligible to attain this rank after serving a minimum of twenty years.
	Three Stripe There is only one Three Stripe Officer. They answer directly to the Horizon City Mayor and provide direction to the entire force. Officers become eligible to attain this rank after serving a minimum of twenty-five years.

Rapid Response Metahuman Squad (RRMS)

The Rapid Response Metahuman Squad (RRMS) is a division within the HCPD. It is designed to act as a first response unit for severe Metahuman crime.
While all Officers are trained to operate in situations concerning Metahumans, they are not expected to interact in the most extreme circumstances. These circumstances can include but are not limited to: extensive property damage, critical hostage situations, escort of high profile individuals, mass homicide, and more.
Potential RRMS recruits are selected and nominated by their resident One Stripe Officer. Qualified by one of the Two Stripe Officers, and confirmed by the Three Stripe Officer under the direction of the Mayor.
All RRMS Officers must have served a minimum of five years with HCPD, with no infractions, or public complaints. All RRMS Officers are also expected to have interacted extensively with the Metahuman community. While not required, many RRMS Officers have family who exhibit Quirks, or have Quirks themselves.
