Kipales Province
Kreopis is a largely wooded province run by the Shoqen with an iron grip. Most other provinces despise them, though as they are part of the empire and the issue is primarily with one race in the area rather than as a whole.
Structure
The Shoqen hold nearly all power within the province and use such status to insure the reliance and the subservience of the other races inhabiting the land to varying degrees of success. They allow for no contest to their decisions and are harsh enforcers of their policies.
Culture
The Shoqen are proud of their dominion and often lord it over the province's other inhabitants. They make policy that favors them above all others and only allow the basic adherence to Imperial Law and Regulations to apply. They hold no love for the Emperor's soft heart and make clear their opposition to many of his edicts.
Public Agenda
To ensure the dominence and suppirority of the Shoqen is maintained and understood by all within the province as well as by those who visit. They make no secret that they consider the Province an extension of their kingdom and that they have every intention of staying barely within the ruilings and policies of the Empire.
Assets
The forests of Kipales offer them their greatest asset, food. They lag behind other provinces though in many ways, though they will never admit it, due to their refusal to make use of the vast trade networks of the empire. They rely heavily on on their own craftsmanship when it comes to weaponry, ships, armor, and even architecture.
Financially they are one of the poorer provinces as well, not due to a lack of trying, but rather due to abysmal relations across the rest of the empire. They survive on their own currency as well as the budget they are given annually by the empire.
History
At the birth of the empire the Shoqen were chosen as the 'High Race' to rule the province due to their resources and their might. This was done with some level of trepidation from not only Rai but the other inhabitants of the area that was claimed as Kipales. The Shoqen saw the appointment as proof of their suppiriority and their right to do as they pleased, rather than the necessity of protection for the area it was supposed to be.
Their strict adherence to barely toeing the line has historically left Rai miserable at the fact he can not, in all 'fairness' , remove the Shoqen as a High Race due to them still tecnically following his laws. This is a sentiment both understood and frustrating to almost all the other peoples of the empire. In fact their rule has been the cause of some ammount of friction between several races and Imperial Rule since the birth of the the empire.
Military
Kipales keeps both provincial militaries allowed though the Shoqen tend to try and use the the provincial military as a secondary personal army. They are the primary force behind that military and as such try to undermine the purpose of it's allowence as best they can, using it to enforce their mandates on the rest of the province and to further themselves.
The provincial branch of the imperial military that operates in Kipales works primarily as a buffer and as a looming reminder to the Shoqen that they must still follow imperial laws and regulations. They do not have as much authority as they had in other provinces but they use what they have to protect everyone they can.
Foreign Relations
The Kipales Province is largely disliked by all other provinces in the empire. There are mixed feelings about the province due in a large part to the animosity that has been fostered between most races and the Shoqen, and then the overwhelming pity and sympathy with which the Tyrase, Morillia, and the Zexon are regarded. Interactions with Kipales across the entirety of Alatheia are tense and stressful.
Agriculture & Industry
Hunting, taxidermy, and Art are the main industires of Kipales. The Zexon are wholely responsible for the art indutry in Kipales and the Shoqen for the large hunting enterprises. There is not much else produced in Kipales due to a lack of interest and the largely forested terrain of the province.
Trade & Transport
The river that runs through the province is the main trade hub as the forests make navigation difficult to traverse in a timely manner.
Education
Kipales is considered the least educated of all the provinces due to the fact they have no form of education system beyond that which is required by imperial law.
Infrastructure
Stone halls and fortified cities are maintained to an emmaculate degree, the docks are upkept well and the waterways kept clear. The roads, however, are ill maintained and rough, small settlements not faring much better either.

Currency
Iupira is the traditional currency of the Shoqen and the one that was forced into becoming the provincial standard. They also, however, recognize the Imperial Kyudruna as an acceptable alternative.
Major Exports
Their exports consist primarily of meats, wild game, furns, bones, antlers, and all other manner of hunting related trophies and materials. In addition to that the province is the source of many of the empire's greatest artistic works due to the creative spirit and culture of the Zexon.
Major Imports
Much to the chargrin of the Shoqen in particular the province imports crops and food from around the empire as they lack the farming skill or the land and infrastucture for such things. They mostly refuse to import other products or goods however as they consider themselves above such things.
Legislative Body
The Shoqen King is the sole source of legislation for the Province. He does not allow for the questioning of his rule by anyone outside of an official imperial query. His rule is considered absolute in the province.
Judicial Body
The Shoqen courts handle the entirety of provincial cases as they don't trust such things to 'lesser' beings. They are incredibly protective of their control over the province and of their assumed supiriority. In fact on several occasions their judicial system has been called into question by the empire due to concerns that it is preferential to the Shoqen and predjudice against all others.
Executive Body
The enforcement of policy is seen to by all the races under provincial law, though the Shoqen take control the moment an accusation or suspicion has been heard. This is done by their own law enforcement organization as well as by jusitcars that are sent to every settlement in the province.
