Civil Authority

Maer Antressara Liona is the only elected official of real power within the city of Zagrean, save for the Pontiff of the Meridian Church. While usually noble, the Maer can technically be from any class, the role is nearly always held by the nobility. Only the nobility can vote on a Maer for the city, who is in charge of managing the city proper, so that the King and Nobles can look outward. The votes of noble houses are often bought by influential and affluent merchant houses. Maer Liona is an exception, a lower-class glassworker, popular with the common folk for her publicly delivered addresses, she was given the role in an attempt to snuff the growing flames of peasant rebellion. Her appointment did the job, but also led to the nobility having to deal with a Maer who focuses on the well being of the city as a whole, rather than that of the noble houses.
