Zagrean

Zagrean. The Great City. The Birthplace of Magic. The First City. That last name may be true, or may be false. Zagrean is built on the bones of Old Cthonia, but the cities are so tightly intertwined it is impossible to say where one begins and the other ends. This city is where magic was first harnessed, where the first wizard discovered the words and symbols to bend reality to their will, where they first learned to read the hidden script with which all reality is written.
Located the Gallus Woods, at the edge between the Shifting Coast and the Mourning Coast, Zagrean is the most prominent city in all of Vespira, maybe even all of Exora.
The city is divided into thirteen districts, split among the Upper Rise, Middle Rise, Lower Rise, and Outer City.
Power in the city is divided between the Royal Family, the Vasiliades, the Meridian Church, and the Civil Authority.
The security of the city is handled by the King's Wardens, the Apostheos, the Agios, the Argent Orders, the Ravdos and the Pyrothi.
The city is under constant threat, from the Charybden, horrors from the deep emerging from the Hungry Abyss, the Cthonians, deathless creatures from below the city's streets, the Pushan, plant-like creatures grown from druid grove gone ramapant, the minions of the crime lord known as the Forgotten King, and most deadly, from the denizens of the dream world across the veil, the Orphi.
