Coven of Crones

The Coven of Crones is a collection of older women, each of which was once a member of the Triumvirate. They retire away from the public eye, but still whisper into the ear of the standing Triumvirate. Some claim they are the true rulers of Rakora, and some say that doesn't matter, even if true, because they are the same people who were in the Triumvirate. Most Matrons are usually only about halfway through their life when they retire, so the Coven always has decently high membership.
