Forgotten King

The ruler of the Forgotten City, nobody knows the identity of the Forgotten King, but everyone within that condemned district reveres him all the same. He is as much a ruler of the lost as he is a crime lord, using secret routes in and out of the pallisade around his district to raid other places for food. Many of his people see him as a benevolent figure, but if he wanted to, he could smuggle them out, instead of smuggling goods in.
