Shaman's Moot

The Shaman's Moot is the ruling body of Thaal. Made up of four Councils, each associated with one of the Aspects, the Shaman's Moot meets in the Wisdom Path in Ghedral. They four councils, the Council of the Storm, Council of the Mountain, Council of the Forest, and Council of the Sea, each have a representative from Zagrean that oversses the proceedings, much to the chargrin of the councillors.
