Cabascan

You're looking for a fun time, yes? I, uh, I could show you around? Stick close though, or you might find holes in your pockets, you know what I'm saying?
— A sailor greets you at the port, a friend made quickly in a rough city.

Introduction

Cabascan is a city-state which takes up a small amount (a little over 10 squared km all in all) of the island bearing the same name. A port city of the dangerous, and the forbidden, and the luxurious all in one. Desire and devotion are key here. This is a people piecing themselves back together after losing their history and after years of painful cycles – whether they shall be a country of light or a country of shadows, only time will tell.

Geography

The biomes of the Cabascan Isles themselves mostly consists of jungles, sandy beaches, and valleys. The highest peak, Dugalor Brol, is circa 2km tall and located at north-western edge of the main island. Other mountains exist, with a whole mountain range present in the centre of the main island. The Isles are made up of the Cabascan island or the Main, two medium sized islands, and a dozen or so small and tiny islands.

Government

The leader of the country is referred to as a King, Queen, or Royal, depending on the crownbearer's gender. The crown, itself, was often metaphorical in the past, having exchanged the head which bore it so often and so often through murder or suspicious accidents. The shortest known reign lasted an astounding 2 days and 13 hours. Nowadays, however, and for the past twenty years, the crown has been in the hands of a single family, already into the second generation now with the Twin Kings. The political and bureaucratic structure have differed vastly with most rulers, with the most developed and stable version having ascended some 21 years ago.

The Twin Kings

You are my people and I believe in my people. I believe we can continue to work towards something greater, despite the tragedy that had hit us all. I am declared Alexios now, the Guardian, and he– step forward, John– and this is Okidios, the builder of your walls. We are not simple rulers, but are shields and spears and the builder's hammer who work not against you, but for you.
— Excerpt from the Twin-King's first speech.

Ascencion to Throne

William James and Edward John Ruitvester came to be known as the Twin Kings after the assisantaion of both their parents in Obli'che of the year 3772ADK. The assisantor is believed to be a Tabaxi named Reus Rebrum, who is suspected of leaving the country by ship. The two boys were only sixteen and whilst there was talk of a regency, a takeover, or of but one of them adopting the title of King, the two decided to take over together.

After Ascencion

William James Ruitvester became Alexios James I, the Defender of His People, whilst Edward became Okidios John I, the Builder of Walls. As the names indicate, Alexios began work on removing the rot that had instilled itself in the Guards and the Defenders, whilst Okidios began to build walls that, for the first time in centuries, stretched outside of the domain of the Cabascan Royal Palace.

Okidios also began to build up the infrastructure and focus on other matters within the city. Alexios looked forward and further, though, to the Salt Mines, the Ore Outpost, the isolated folk who lived outside of Cabascan, whether they lived there for five months out of the year or had never even stepped into the city. He also continued the conduct their parents had had with other countries and assured them of stability and the improvements to come.

Incidents and Scandals

The Twin Kings have been strangely devoid of any incidents or scandals, an unusual characteristic of Cabasco rulers. Even attempts on their life had been lacking and few and far between, clumsy and amateurish almost.

Legends and Cults

A strange ruin was unearthed some 100 years ago, mountainside and several kilometers away from the city. The notes on and knowledge of the contents or whereabouts of the ruins were in circulation off-island until 3777ADK, when the explorer's journal had made it back into a Cabasco trader's hands. After being sold and pawned off several times, it had somehow gotten into the hands of the Royal Historian and thus was also viewed by Okidios and Ruitvester. By the time this had happened, the information was already being passed from ear to ear outside of the Palace walls, until everybody knew about the ancient legend of the Twin rulers who would bring the Empire back from the dead.
The Empire is thought to refer to the Cabasco Empire; events exists to support, if not its reach then its activity, across the world, including but not limited to Apriso and the continent of Fourcorners. The Twin rulers in the legend are also depicted with glowing eyes, long, slim tails, and animal ears, which fits the general characteristics of the current Twin Kings. However, whilst the ruin was tracked down, most of it has become inaccessible and is considered dangerous and thus not much has been able to be proven. Despite the rise in popularity and even whispers of a cult dedicated to the Twins on the streets, the Kings themselves had not spoken about it publically, and neither has their younger sister, Katharinos.
