Overseer
These are appointed by the Nomarch of a city. They are responsible for managing larger areas, usually ones that are further away from the city like mining towns or ports. They share similar duties to a Hatta but over a larger area. It is common for them to command some sort of military presence, and one of their duties that do not fall under a Hatta's realm is the delivery and transportation of taxes and tithes to their Nomarch. If a delivery is stolen or lost, they must send another supply wagon to fulfill their requirements. Hattas, on the other hand, are not responsible for delivery, so if tithes are stolen from them on the road, they do not have to re-fulfill the demand. There have been a few occasions where an overseer tried to become a new city, independent of their nomarch. Such rebellion is quickly quelled, and indeed, nomarchs ensure an overseer never has a large enough force to stand against them. A nomarch would usually rather have a weak province that could be invaded by another city or overran with monsters than one that is strong enough to stand on its own.
Appointment
The overseer is appointed in a similar ceremony as a hatta. There is a ceremony held in the nomarch's city. Unlike the hattas, they receive three items from their nomarch: a letter with the nomarch's seal, their own, freshly forged seal, and a newly forged weapon to serve them. They then are given a camel and lead a caravan of soldiers and supplies to their new domain. It is common for an overseer first arriving to their domain to have an ordering conducted as they arrive. An ordering is where all goods and people are accounted for, inventories are taken, and slaves or workers inspected.
Responsibilities
An overseer is responsible for overseeing a faraway location for a nomarch. They must defend the settlements from monsters and other cities alike, and if they fail, they are commonly executed. They also must ensure that the taxes and tithes are not only paid but also delivered to their great city. They must ensure appropriate amounts of food and water are kept on hand in case supply chains are disrupted. If there is some sort of interruption, it is also an overseers responsibility to either report the threat to the nomarch or handle the threat themselves, usually both.
Benefits
An overseer has almost complete control over the land they rule. Since they are so far from the great cities and the Tanin Nahr, they can act like petty kings in their settlements. They also are given control of a personal army, usually numbering about 100 soldiers fall under their command. An overseer also receives their own home at the largest settlement they rule over and they receive a monetary stipend. Any supplies they require to govern, they can requisition from their nomarch as well though it must be approved by said nomarch.
Accoutrements & Equipment
Overseers receive a weapon of their choice and a shield with their personal crest as well as a ring that serves as their seal.
Grounds for Removal/Dismissal
Like a hatta, an overseer can be removed relatively painlessly. If they fail to meet their nomarchs demands, anger their nomarch, or try something rash like trying to rebel, any hint of which is quickly quenched, they can be removed from their position or executed. If they are simply relieved of command, their seal, sword, and shield are taken away, and they are usually given some administrative position, such as a scribe, to serve in for the rest of their life. It is rare for them to simply be relived of command. An overseer is commonly a lifelong position; it is only the length of their life that is in question.
