Mutara (Muta-Ra)
The Mutara is the undisputed Emperor or more often, Empress of the Dekarti people. The Mutara's word is often treated as divine, second only to Amelia herself.
Requirements
Mutara are appointed in what some consider to be a savage and archaic way, but it is important to the Dekarti people. A Mutara being elected is always seen as the single most important celebration to see within one's lifetime, and due to the role being a lifetime commitment, it often is. Whenever a Mutara is announced dead, then the council made up of the Ra will host a grand tournament to determine who is worthy enough to become the head of their council.
This tournament is a test of power between the greatest soldiers of all Dekarth; healers are kept close to the side to ensure that fatalities do not occur amidst them, as losses are, more often than not, fatal otherwise.
Whichever Ra manages to succeed in besting all of their peers will ascend to the title of Mutara.
Duties
The Mutara has all the duties of a standard Ra, with the added stipulation that they're to keep foreign affairs and diplomatic relations with outside countries steady. They are also seen as the absolute leader of the Ra, but are treated as a figure likened to a Judge. They quietly weigh in their opinions and observe the thoughts of others during their councils, and speak only when necessary.
Benefits
Mutara often gain the reverence of their people due to them being elevated through combat. Aside from that, they're given full authority of how things function and work within the borders of Dekarth.
Grounds for Removal/Dismissal
Though often seen as impossible, Mutara are able to be deposed through a trial by combat.
History
Mutara was a concept constructed by Nagi Ra-Hesslar to separate her from the generals that served. While the Ra were greatly revered, Nagi was seen as the sole leader and head of her people, and thus, 'Mutara' was made to separate her from the countless Khans that served under her command.
